State agencies and organizations to be monitored for transparency
The government has introduced a new regulation “On the procedure for remote monitoring of compliance with the obligations specified in regulatory legal documents on ensuring openness of government agencies and organizations”.
The regulation outlines the following:
— Foundations for remote monitoring;
— Procedures and timelines for remote monitoring;
— Documentation and review of remote monitoring results;
— Application of corrective measures based on findings from remote monitoring.
The Anti-Corruption Agency will carry out monitoring remotely to ensure compliance with transparency obligations set out in normative-legal documents of government agencies and organizations.
Remote monitoring will be conducted employing both scheduled and unscheduled reviews.
The Agency will not notify (inform) state bodies and organizations in advance about the initiation or conduct of remote monitoring.
Based on remote monitoring inspections, a protocol is prepared regarding identified violations.
The violations recorded in the protocol are formalized as an official document with legal force and sent to the inspected institution.
Upon receiving this document, the inspected state agency or organization must review it within 10 days and submit a written report on its actions to the Anti-Corruption Agency.
